Job Description

INTERSOS is seeking a highly skilled Cash Distribution Specialist to lead the design, implementation, and oversight of cash and voucher assistance programmes in Kano, Nigeria. This role is critical in ensuring that humanitarian cash interventions are delivered efficiently, securely, and in line with international standards.

The successful candidate will be responsible for optimizing delivery mechanisms, strengthening financial controls, and ensuring that assistance is provided in a way that preserves beneficiary dignity while supporting local markets and economies. This position requires strong analytical, operational, and coordination skills within complex humanitarian contexts.

Job Purpose

To design and manage effective cash and voucher assistance programmes by ensuring timely delivery, robust risk management, and alignment with market conditions and humanitarian best practices.

Key Responsibilities

Programme Design and Market Analysis

Conduct feasibility studies including market assessments, price monitoring, and supply chain analysis
Evaluate financial service providers and digital infrastructure such as mobile money and banking systems
Recommend transfer values, delivery modalities, and targeting strategies based on evidence and analysis

Implementation and Cash Delivery

Oversee end-to-end cash distribution processes in compliance with organizational procedures and donor requirements
Supervise beneficiary registration, verification, and data management processes
Ensure accuracy, confidentiality, and data protection standards are maintained
Manage partnerships with financial service providers including banks, mobile operators, and fintech companies
Monitor the performance of service providers and ensure quality delivery
Oversee distribution mechanisms including cash, vouchers, e-cards, and mobile transfers

Monitoring, Evaluation and Risk Management

Design and implement post-distribution monitoring and outcome evaluation processes
Assess programme effectiveness, utilization, and protection risks
Identify and mitigate risks related to fraud, diversion, and data breaches
Manage complaint and feedback mechanisms to ensure accessibility and timely resolution
Ensure compliance with audit standards, anti-fraud policies, and financial accountability frameworks
Maintain real-time databases for disbursement tracking and financial reconciliation

Reporting and Coordination

Prepare regular reports on programme performance, outcomes, and financial accountability
Represent INTERSOS in Cash and Voucher Working Group meetings with NGOs and UN agencies
Coordinate with internal teams and external partners to ensure alignment of programme activities

Requirements

Bachelor’s Degree or HND in Business Administration, Accounting, Social Sciences, or a related field
Minimum 3–5 years of experience in cash and voucher assistance or humanitarian programme implementation
Proven experience managing large-scale cash distributions
Experience working with financial service providers and digital payment systems
Strong computer skills including Microsoft Word, Excel, and internet applications
Knowledge of humanitarian standards and cash programming frameworks
