INTERSOS is seeking a qualified and experienced Civil Engineer to support the design, rehabilitation, and supervision of health facility infrastructure in Nigeria. This role is critical in ensuring that healthcare facilities remain safe, functional, and accessible to support uninterrupted delivery of life-saving medical services in humanitarian settings.

Job Purpose
The Civil Engineer will be responsible for planning, designing, supervising, and monitoring rehabilitation and minor construction activities for healthcare facilities across project implementation locations. The role ensures that infrastructure improvements directly support life-saving healthcare delivery and maintain compliance with national and humanitarian construction standards.
The position requires strong technical expertise, project management capabilities, and the ability to operate efficiently across multiple field locations in dynamic humanitarian environments.
Key Duties and Responsibilities
1. Infrastructure Assessment and Design
- Conduct technical assessments of healthcare facilities to identify rehabilitation and infrastructure improvement needs.
- Develop cost-effective engineering designs, technical drawings, and Bills of Quantities (BoQs).
- Ensure designs comply with humanitarian guidelines, national building regulations, and health sector standards.
- Integrate Infection Prevention and Control (IPC) measures, patient safety, accessibility, and effective patient flow into infrastructure designs.
- Recommend sustainable engineering solutions suitable for emergency and humanitarian contexts.
2. Project Implementation and Supervision
- Oversee rehabilitation and minor construction works across project sites using a coordinated implementation approach.
- Supervise contractors and technical teams to ensure compliance with agreed specifications, timelines, and quality expectations.
- Conduct regular site visits and technical inspections to monitor project progress.
- Ensure infrastructure works directly contribute to the effective functionality of healthcare facilities and life-saving medical interventions.
- Verify construction materials and workmanship quality.
3. Quality Assurance and Compliance
- Monitor construction standards and ensure adherence to safety, environmental, and humanitarian compliance requirements.
- Conduct inspections and certify completed rehabilitation works before facility handover.
- Ensure health facilities are fully functional, safe, and suitable for medical use.
- Maintain and regularly update the central audit findings matrix and risk register to provide management with real-time progress updates and corrective action tracking.

4. Coordination and Reporting

- Develop mitigation measures and contingency plans to avoid delays in critical infrastructure work.

Education and Qualifications
Candidates should possess:
- Bachelor’s Degree in Civil Engineering, Construction Engineering, Structural Engineering, or a related field from a recognized institution.
- Professional engineering certifications or licenses are an added advantage.
- Additional training in humanitarian engineering, health facility planning, construction safety, or project management is desirable.
Experience Requirements
- Minimum 3–5 years of professional experience in construction, rehabilitation, infrastructure development, or engineering project supervision.
- Prior experience in humanitarian, NGO, emergency response, or development settings is highly preferred.
- Experience in health facility construction, rehabilitation, or hospital infrastructure projects will be considered an added advantage.
- Proven ability to manage multiple locations and coordinate complex field activities effectively.
