Job Overview

The Public Transportation Planner will play a pivotal role in shaping the future of rail-based mobility in the Eastern region of Nigeria. Reporting to the Head of Planning & Development, the incumbent will design, evaluate, and implement strategic transport plans that align with national infrastructure policies and local urban development goals. Key Responsibilities

  • Conduct comprehensive travel demand analyses for current and proposed rail corridors using GIS and statistical modeling tools.
  • Develop integrated multimodal transport plans that coordinate rail services with bus rapid transit, paratransit, and non-motorized transport options.
  • Prepare feasibility studies, cost‑benefit analyses, and environmental impact assessments for new rail projects and service upgrades.
  • Collaborate with city planners, local governments, and private sector partners to ensure alignment with urban development strategies.
  • Draft policy recommendations and technical reports for senior management and regulatory bodies.
  • Monitor and evaluate the performance of implemented transport plans, recommending adjustments based on ridership data and stakeholder feedback.
  • Support the preparation of funding proposals and grant applications for national and international financing institutions.
  • Engage with community groups and the public to communicate project benefits and gather input.

Required Skills

  • Proficiency in transport modeling software such as VISUM, TransCAD, or similar platforms.
  • Strong analytical abilities with experience in data interpretation, forecasting, and scenario planning.
  • Excellent written and verbal communication skills, capable of producing clear technical documents and presentations.
  • Ability to work collaboratively across multidisciplinary teams and manage stakeholder relationships.
  • Knowledge of Nigerian transport regulations, land use policies, and environmental standards.
  • Advanced Excel skills and familiarity with GIS tools (ArcGIS or QGIS).

Education

A minimum of a Bachelor’s degree in Urban Planning, Transportation Engineering, Civil Engineering, Geography, or a closely related discipline is required. A Master’s degree or professional certification (e.g., PMP, CTP) is highly desirable and will be considered an advantage during the selection process.

Experience

The ideal candidate will have 3 to 5 years of professional experience in public transportation planning, rail system design, or related fields. Salary
