Job Overview
The Network Expansion Planning Manager will lead the end‑to‑end planning, design, and implementation of new cellular sites and backhaul solutions in Oyo State and surrounding regions. Reporting to the Head of Network Operations, you will collaborate with engineering, finance, regulatory, and field teams to develop cost‑effective expansion strategies that meet capacity, coverage, and performance targets. This position plays a pivotal role in ensuring that Smile’s network growth aligns with market demand, regulatory compliance, and corporate sustainability goals. The role offers a unique blend of strategic planning, technical oversight, and cross‑functional leadership, providing a platform to influence large‑scale infrastructure projects that drive national digital transformation.
Key Responsibilities
- Develop and maintain a multi‑year network expansion roadmap aligned with business objectives and market forecasts.
- Conduct site feasibility studies, including RF analysis, terrain assessment, and demographic demand modeling.
- Coordinate with the Finance department to prepare CAPEX budgets, cost‑benefit analyses, and ROI projections for each expansion project.
- Lead the preparation and submission of regulatory filings and permits to the Nigerian Communications Commission (NCC) and local authorities.
- Collaborate with the Engineering team to define technical specifications, equipment selection, and integration standards for new sites.
- Oversee vendor selection, contract negotiations, and performance monitoring for construction and civil works.
- Monitor project milestones, track key performance indicators, and provide regular status reports to senior leadership.
- Implement risk mitigation strategies, including contingency planning for land acquisition, supply chain disruptions, and environmental compliance.
- Drive continuous improvement initiatives by analyzing post‑deployment performance data and recommending optimization measures.
Required Skills
- Strong analytical abilities with expertise in RF planning tools (e.g., Atoll, Planet) and GIS mapping.
- Proficiency in financial modeling, budgeting, and cost control for large‑scale infrastructure projects.
- Excellent negotiation and stakeholder management skills, especially with government agencies and third‑party vendors.
- Deep understanding of Nigerian telecom regulations, spectrum allocation, and site acquisition processes.
- Project management certification (PMP, PRINCE2) or equivalent experience.
- Effective communication skills, both written and verbal, for presenting complex technical concepts to non‑technical audiences.
- Leadership capability to mentor junior planners and coordinate cross‑functional teams.
Education
A Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, or a closely related discipline is required. A Master’s degree or professional certifications in Network Planning, Project Management, or Business Administration are highly desirable and will be considered an advantage during the selection process.
Experience
Candidates must have a minimum of five to seven years of progressive experience in telecom network planning, design, or deployment, preferably within the Nigerian market. Experience managing multi‑site rollout projects, handling regulatory approvals, and leading cross‑functional teams is essential. Prior exposure to 4G LTE and emerging 5G technologies will be viewed favorably.
Salary
The compensation package ranges from N3,000,000 to N5,000,000 per annum, commensurate with experience and qualifications. In addition to the base salary, the role includes performance‑based bonuses, health insurance, and a comprehensive retirement plan.
