Job Overview

The Community-Based Protection Officer will work under the supervision of the Project Manager and technical guidance of the Program Protection Referent to coordinate, supervise, and implement community-based protection interventions. The role focuses on strengthening community resilience, protection awareness, safeguarding vulnerable groups, and supporting outreach workers and volunteers.

The successful candidate will play a major role in implementing INTERSOS Community-Based Protection Guidelines while ensuring quality programming, monitoring activities, data collection, and community participation.

Key Job Responsibilities

Community-Based Protection Program Management

  • Plan, supervise, and coordinate protection activities in line with INTERSOS standards and humanitarian principles.
  • Ensure community-based protection interventions are delivered effectively and on schedule.
  • Conduct protection risk analysis and community mapping to identify vulnerabilities and risks.
  • Lead asset mapping exercises to identify local strengths, resources, and community support systems.
  • Monitor program implementation and ensure adherence to safeguarding and accountability principles.

Community Engagement & Outreach

  • Conduct awareness campaigns on protection, gender-based violence prevention, safeguarding, inclusion, and community safety.
  • Facilitate community dialogues, awareness sessions, and engagement activities with women, men, youth, and vulnerable populations.
  • Support the formation and strengthening of community protection committees and networks.
  • Promote participation and inclusion through feedback mechanisms.

Staff Supervision & Capacity Building

  • Participate in recruitment and onboarding of outreach workers and volunteers.
  • Provide training on protection principles, PSEA (Prevention of Sexual Exploitation and Abuse), safeguarding, confidentiality, and accountability.
  • Supervise outreach workers and volunteers to ensure quality service delivery.
  • Mentor staff and community volunteers to strengthen technical skills and humanitarian response capacity.

Monitoring, Reporting & Data Management

  • Collect and review program data to improve protection interventions.
  • Prepare weekly, monthly, and quarterly reports.
  • Monitor community safe spaces, including Women and Girls Safe Spaces (WGSS) and Child Friendly Spaces (CFS).
  • Ensure timely reporting of program achievements, challenges, lessons learned, and impact.

Coordination & Partnership Development

  • Coordinate with case management teams and protection monitoring teams to identify root causes of protection risks.
  • Maintain strong working relationships with Community-Based Organizations (CBOs), local leaders, and humanitarian partners.
  • Represent INTERSOS in protection coordination meetings and working groups.
  • Support local partnerships to strengthen community-led initiatives.

Safeguarding, Protection & Compliance

  • Ensure all activities comply with humanitarian standards and INTERSOS policies.
  • Promote gender equality, inclusion, confidentiality, accountability, and do-no-harm principles.
  • Conduct regular safeguarding and PSEA refresher training.
  • Ensure ethical and culturally appropriate engagement with communities.

Education Requirements

Applicants should possess:

  • Bachelor’s Degree or Higher National Diploma (HND) in:
    • Social Work
    • Social Sciences

    • Psychology
    • International Development or related fields

Additional certifications in protection, safeguarding, gender, psychosocial support, or humanitarian programming are an added advantage.

Experience Requirements

  • Minimum 4 years of professional experience in humanitarian protection programming.
  • Proven experience working with community groups, outreach workers, volunteers, and CBOs.
  • Experience in protection mainstreaming, community mobilization, participatory approaches, and safeguarding.
  • Prior NGO or humanitarian sector experience is strongly preferred.
